Program Manager- Modernization

Job Description
BAE Systems, one of the world's leading defense contractors and a stable Fortune 500 Company, has several openings for Program Managers to support new construction and retrofit modernization projects at the Radford Army Ammunition Plant in Radford, VA.
The Program Manager has authority to oversee financial management on programs equal to or greater than $50M.
The Program Manager oversees projects being executed by Project Managers, providing guidance and resolving issues as they arise. Has final authority on total project execution of Project Managers and Project Specialists supporting projects within the Program Manager?s Portfolio.
Additional Responsibilities of a Program Manager/Senior Program Manager:

  • Responsible for the communication of information from leadership to his/her team.

  • Provides high level direction from management and customer on the program.

  • Mentors and supports training and development of subordinate staff.

  • Participates in proposals, business development, business area support, or other activities outside of regular program roles.

  • The Program Manager is responsible for the strategy and execution of the overall Programs including management reporting, customer reporting, and financial and risk performance.

  • As the primary interface between BAE Leadership and USG Leadership, the Program Manager will participate in regular customer meetings and acts as the main interface with the customer on Portfolio Programs.


In addition, the Program Manager responsibilities include all those noted for the Project Manager:
The Project Manager is responsible for the day-to-day management of the project and execution of the contract to include:
o Financial, schedule and risk performance.
o Coordination of all functional departments and the customer in preparation of program plans, project reports and overall program performance.
Additional responsibilities for the Project Manager include:

  • Solves complex technical problems by providing leadership for developing project plans and their implementation.

  • Oversees Risk/Opportunity Management

  • Serves as the primary Point of Contact (POC) for subcontractors and stakeholders, providing leadership and direction to ensure projects are completed on time and within budget constraints.

  • Prepares cost estimates and establishes budgets for the project work elements.

  • Partners with the Procurement Department to obtain bid quotations from subcontract and materials suppliers.

  • Develops and presents Requests for Bid Approval and other formal business actions.

  • Develops project schedules, work packages and execution plans

  • Supports the preparation of cost estimates and establishes budgets for the project work elements.

  • Partners with Procurement Department to obtain bid quotations from subcontract and materials suppliers.

  • Supports functional leadership to assign personnel to project tasks based on needs versus the skill sets and experience to ensure execution of all requirements.

  • Scope Management

  • Prepares and presents quarterly LCM Contract Reviews on non-LCM projects

  • Encouraged to participate in proposals, business development, business area support, or other activities outside of regular program roles.


In addition, Project Manager responsibilities include all those noted for the Project Specialist:
o Proposal Book Format and Compilation
o Time Management (schedules) - Coordination of time and schedule updates from functional areas to integrate within the Integrated Program Manager (IPM) software.
o Cost Management - Coordination with functions in regards to cost to update information within the IPM
o Quality Management - Works with Quality on quality documents, inspections, subcontractor form management
o Communications Management - Assist with meeting notes, agenda, minutes, scheduling
o Risks & Opportunities / Active Risk Manager (ARM) software Management - Data entry and upkeep in to the Risk and Opportunities
o Construction Progress Monitoring
o Supports the Program with managing stakeholder interface and expectations
o Site Support Groups Coordination (Safety, Environmental, Security, etc.)
o Prepare Meeting Agendas, Minutes and other Project Documentation
o Supports interface with subcontractors: schedules pre-bid, post-bid meetings and takes minutes, develops agenda
o Takes action items and responsible for following up with individuals regarding open actions
o Tracks and reports project cost and schedule performance and develops presentations/packets based on IMS (Integrated Master Schedule) inputs.
Typical Education & Experience
Typically a Bachelor's Degree and 8 years work experience or equivalent experience

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
