This position is for the Chief Engineer of the Nitrocellulose Facility project at
the Radford Army Ammunition Plant. The individual selected will be responsible
for leading and managing all engineering / technical aspects for the program
and will report directly to the Radford Engineering Lead. The project is based
in Radford, Virginia. The long-term program Chief Engineer challenge is to
maintain a common vision and coach the program team through the design,
construction, commissioning and completion of the Nitrocellulose facility.
The position will act as the primary technical interface with the customer. The
candidate will be responsible for directing lower level engineering technical
leads to perform system level trades and develop facility design concepts,
including assessment and maturation of the supporting technologies. The
position requires a high degree of technical competence regarding the broad
application of advanced engineering/scientific theory to the development of new
capabilities and/or solutions to customers' challenging modernization problems.
The individual will be responsible for the Engineering performance, plans,
schedule, and cost associated with all engineering work on the project. This
individual will work closely with the customer on engineering work and will
lead the interface with the customer and suppliers on all engineering matters.
The position will be responsible for driving systems engineering discipline
through the project.
Work typically requires broad-based engineering knowledge across a range of
engineering and supporting technical disciplines, including, a comprehensive
understanding of the roles of non-engineering functions. The candidate is
expected to demonstrate having worked across multiple Engineering disciplines
including, but not limited to, mechanical, electrical, systems, test, software,
and Specialty (e.g., Safety, Logistics, etc.) to develop a balanced design that
meets requirements. Close interaction is required with the Nitrocellulose
Facility Program Manager to ensure commonality, coordination, and compatibility
of solutions, while applying expertise to solve problems and resolve issues for
which solutions are otherwise much less likely to emerge.
Required Skills and Education
Required education: Bachelor Degree
The Chief Engineer is expected to maintain up-to-date knowledge of relevant
disciplines, practices, and technologies, while maintaining a safe work
environment and ensuring compliance with safety rules. Responsibilities include
working closely with program management and collaborating regularly with the
customer and senior management to address technical status and path forward,
provide technical advice, and/or resolve complex technically oriented program
issues. The candidate will be the focal point for leading all program technical
reviews and will be the integrating authority across several technology areas,
(potentially inclusive of design/development areas managed by teammates and/or
subcontractors).
Bachelor's degree in a relevant technical discipline; or an
equivalent combination of education and experience plus a minimum of 5 years
relevant experience.
Preferred Skills and Education
Other CE duties include: o Ensure the completeness & adequacy of functional bids
& estimates o Effectively manage allocated budgets o Provide technical
expertise to programs/projects, participating in peer reviews, performing
independent design & phase reviews, performing color team reviews for
pursuits, and supporting bids and proposals o Maintain the staffing profile to match IBP projections and/or program budgets and interact with functional organization to maintain a critical mass
of skills and program knowledge
